Context

Pathways are currently something you go looking for. Once nodes link to real resources and members can pin goals, the homepage can surface one clear next action and turn Pathways into an engagement loop.

Proposal

A single homepage card/section: Your next step (copy flexible).

Ranking (sketch — tune in implementation):

Incomplete pinned nodes whose prerequisites are met (oldest pin first, or committee sort)
Else next incomplete node on an in-progress path (requires/suggests edges + completion state)
Else a sensible starter node for members with no pathway activity

Card content: node title, short description, primary CTA from linked resources (book induction, open tool, view FAQ, event RSVP), secondary "Open in Pathways".

Empty / opted-out states: hide the card or show a soft "Explore Project Pathways" CTA — do not nag.

Acceptance criteria

Homepage shows at most one primary recommended pathway step for eligible members
Pins influence ranking ahead of pure graph walk
CTA uses linked resources when present; otherwise opens the node on the graph
No card spam for users with nothing relevant; no layout jump for guests if Pathways is not public

Out of scope

Full personalised learning engine / ML
Email/Slack nudges (follow-up issue if this lands well)

Depends on #311 (polymorphic resource links)
Depends on #313 (pin/bookmark nodes)
Presentation shell (#312) is optional here; homepage card uses normal chrome
